Minimum Knowledge and Experience: - 5+ years of experience in contract management, project management, material procurement, and stakeholder management.
- Proven Project Procurement Management experience with demonstrable proficiency in the utilization of procurement management systems.
- Experience working in an infrastructure industry supporting the delivery of projects.
- Experience in conducting procurement regulated under Federal (ex. FTA, DOD) or State compliance requirements.
- Experience in the rail transit or Class 1 industry preferred.

Key Accountabilities (Essential Job Duties): Contract Management - Implement (draft/finalize) and monitor assigned contracts.
- Coordinate all supplier related legal, insurance and procurement activities for strategic procurements
- Anticipate contractual and commercial risks, opportunities and threats to procurements and implement control measures and actions.
- Management of procurement schedule, requests for clarifications and communication with potential vendors.
- Contract creation and execution, following KCS policies, terms and conditions, confidentiality and other requirements.
Stakeholder Collaboration - Collaborate with internal stakeholders guiding them through the strategic procurement process leading RFI's, RFQ's and RFP's.
- Communicate requirements to internal stakeholders on scope of work, schedule, strategy and scoring of proposals.
- Work with stakeholders to coordinate scopes of work and satisfy material or services requirements for procurements.
- Present analysis, recommendations and results to management and other stakeholders.
General - Demonstrate understanding and adherence to KCS principles of Employee Engagement, Operational Excellence and Safety, Customer Satisfaction, Corporate Social and Environmental Responsibility and Economic Performance.
- Ensure Departmental policies, procedures and strategies continuously support objectives as well as programs to assure compliance with federal, state, and other applicable rules, regulations and KCS/MBTA Contract Agreements.
- Ensure Disadvantaged Business Enterprise (DBE) goals are instituted and met in all solicitations and award criteria.
