GENERAL DESCRIPTION: Perform highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Crime Records Division in coordination with the Division Chief.Oversee, guide, and direct subordinate managers who plan, direct, coordinate, and supervise activities and staffing patterns in operational bureaus within the Division.Work involves long range strategic planning and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets.Represents DPS at state and national forums on Crime Records related issues.Plan, assign, and supervise the work of others.Work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1.Direct and oversee operational functions and responsibilities, and oversee long range planning for future expansion and program revisions.

2.Coordinate to establish or approve strategic goals and general policies for the Crime Records Division.

3.Oversee, preparation of information related to Division activities for distribution to law enforcement agencies throughout the state; communicate regularly with internal/external stakeholders on crime records related operational and policy issues.

4.Participate in the planning and development of the Crime Records biennial budget request.

5.Plan, develop and establish priorities and oversee staffing patterns within the Bureaus.

6.Resolve budget conflicts within the Division and monitor, through subordinate managers, annual budget expenditures. Oversee and monitor the preparation and procurement activities within budget, including multi-million dollar statewide systems.

7.Oversee the negotiations of contract execution, revisions, delivery dates, acceptance testing and approval of Division purchases.Oversee, through subordinate managers, grant applications and funds expenditures.

8.Interview, train, monitor the performance of, counsel, and prepare performance evaluations on Bureau Managers.Resolve personnel disputes within the Division.Approve hiring and disciplinary actions throughout the Division.

9.Oversee preparation of information related to Division activities for distribution to law enforcement agencies throughout the state.

10.Represent the Division and the Department at conferences and meetings throughout the state, legislative hearings, national association meetings, and FBI advisory group meetings.

11.Participate in oversight of agency activities related to local agency audits and review for compliance to state and federal standards.

12.Oversee preparation, research, and statements of fiscal and operational impact of proposed legislation.Testifies before legislative committees regarding proposed legislation.

13.Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

14.Perform other duties as assigned.

Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four-year college or university in business management, personnel management, public administration or related field is preferred.

Experience - Minimum four (4) years' experience in highly complex management and personnel administration.

Substitution Note:Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis, up to a maximum of four (4) years.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial skills - Knowledge of management and supervisory methods and principles, and of developing performance and productivity standards.Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Knowledge of the development, preparation, fiscal management, and control required to administer a program budget.Ability to interview, supervise, schedule, and evaluate work of others; and to provide effective coaching and leadership.Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems.Ability to work independently and to make work related judgments and decisions guiding agency policy related to the Crime Records Division.

Leadership skills - Strong leadership skills with the ability to direct and motivate others, and maintain a persuasive and credible presentation style at all levels of the organization.Must exemplify the Department's core mission - to Protect and Serve Texas and the values of integrity, teamwork, accountability and excellence.

Technical Knowledge - Knowledge of the information functions of the bureaus within the Crime Records Division (Uniform Crime Reporting, Texas and National Crime Information Centers, Multi-Modal Biometric Identification Systems, Access and Dissemination, Sex Offender Registration, CHRI Processing, TDEx and CJIS Security).

Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment.Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism; ability to understand and effectively apply complex oral and written instructions and procedures; and able to work independently in a team environment.

Presentation/Communication skills - Must be able to effectively communicate and present information and/or training to a wide variety of audiences.Must be able to produce clear, concise, and professional documents, reports, and presentations.

Interpersonal skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.

Computer Skills - Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems) and be able to learn new software/systems. (Word, Excel, PowerPoint, and Access).

Schedule and/ Remote/Telecommuting work -Availability for after-hours and weekend work is required. Telecommuting up to 5 days per week.

State of Texas Benefits and Retirement Information:

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
