Job Summary:

Performs technical and professional level health promotion and educational functions including data collection and analysis; quality improvement strategies on health issues; public health modernization programming; targeted health promotion and educational programming within the Grand Ronde community; and Sexually Transmitted Infection (STI) screening and prevention program. Collaborates with various tribal departments to promote health and wellness.

Essential Functions:

  • Researches, evaluates, and collects data on technical issues relating to public health.
  • Prepares periodic or special reports on public health performance management.
  • Works closely with public health staff and collaborates on program issues.
  • Provides public health information and serve as media liaison within assigned program areas.
  • Develops and implements social marketing strategies to conduct targeted community awareness, including public presentations in various settings.
  • Assists with special health awareness and community-wide prevention projects, for health topics, and prepare evaluations of program activities as required.
  • Organizes health education programming on specific public health subject areas.
  • Assists with developing and implementing program policies and procedures.
  • Develops public health prevention and promotion campaigns that are shared tribal wide.
  • Develops STI prevention and screening program.
  • Works with department staff on public health modernization tasks.
  • Conducts initial and ongoing assessment activities.
  • Participates in health promotion events that may be scheduled in off hours or weekends.
  • Collaborates with the Portland office to provide relevant public health programming to the Portland area tribal membership.
  • Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • Requires a Bachelor's degree in health education or related field, Master's degree in public health preferred.
  • A minimum of one (1) year relevant experience in public health programming.
  • OR equivalent combination of education, training and experience.

Qualifications, Registrations, and Certifications:

  • Certified Health Education Specialist (CHES) or Master Certified Health Education Specialist (MCHES) certification desired.
  • Demonstrated knowledge of social determinates of health and health equity.
  • Working knowledge and proficiency in the use of office equipment and computer software, including Microsoft Products.
  • Must have the ability to work at times with minimal supervision.
  • Must have excellent organizational skills, attention to detail, and record keeping skills.
  • Knowledge of quality improvement best practices.
  • Knowledge of the seven competencies of health education.
  • Communication techniques, public information and public speaking methods, and material preparation.
  • Knowledge of current public health issues and concerns, including healthcare transformation.
  • Must be able to work a flexible schedule to include some evenings and weekends as needed.
  • Knowledge of and sensitivity to Native American culture is required.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 50 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
