Title: Licensing Engineer 4

Location: Rockville, MD (Full-Time Onsite) or Chattanooga, TN

Work Arrangement: Fully Onsite Monday through Friday, 8 am – 5 pm

Salary: Salary: $125,000 – $180,000 annually

Job Description

The Licensing Engineer 4 provides senior-level licensing leadership for complex regulatory projects while ensuring compliance with all applicable nuclear safety and licensing requirements. This role plays a key part in developing high-quality regulatory submittals, supporting internal engineering and safety analysis teams, and engaging with regulatory agencies and industry groups. The Licensing Engineer 4 independently interprets regulatory guidance, develops strategic approaches, and ensures execution of licensing activities with minimal oversight.

Responsibilities

  • Support resolution of complex regulatory issues to ensure compliance with all applicable requirements for assigned projects.
  • Provide tactical direction and technical licensing guidance to cross-functional teams and management to address licensing strategy, implementation, and interpretation matters.
  • Oversee licensing programs, schedules, and major regulatory engagements; support preparation for regulatory meetings and hearings.
  • Interface with clients and manage contributions to regulatory applications and legal processes for licenses and permits.
  • Collaborate with industry organizations (e.g., NEI, EPRI) on regulatory matters as assigned.
  • Review, edit, and prepare licensing documents to ensure accuracy, completeness, and alignment with strategy, commitments, and statutory requirements.
  • Lead preparation of complex regulatory submittals, applying strong writing, editing, document planning, and organizational skills.
  • Develop effective regulatory strategies using industry standards and regulatory guidance; provide recommendations supported by technical and regulatory analysis.
  • Ensure organizational compliance with applicable regulations, codes, and standards.
  • Incorporate lessons learned and industry best practices; actively participate in assigned industry groups and forums.
  • Travel domestically and internationally as needed to support regulatory and industry activities.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Engineering, Engineering Technology, or Science required; advanced degree preferred.
  • Minimum 10 years of nuclear licensing experience (8 years with advanced degree) in nuclear plants, reactor suppliers, or architect-engineering firms.
  • Consideration given to other nuclear, engineering, or regulatory backgrounds (including Navy nuclear).
  • Experience interacting directly with regulatory agencies preferred.
  • Familiarity with project management systems preferred.
  • Licensing experience involving plant construction, COLA development, or review preferred.
  • Must be eligible to work under Department of Energy 10 CFR Part 810.
