General Definition of Work Performs semi-skilled work operating a variety of equipment in the construction/repair/maintenance of streets, utilities, mowing, landscaping, arboriculture, and related work as apparent or assigned. Work is performed under the moderate supervision of the assigned supervisor.
Essential Functions - Operates a variety of equipment such as such as front loader, backhoe, dump trucks, pavement & asphalt equipment, concrete truck, tractors, skid steer, mowers, associated implements, storm drain jet, street-sweeper, snow plows, etc.
- Installs and repairs traffic control devices such as street signs, barricades, and road cones; composes and generates image files for traffic control devices; applies and repairs pavement markings including traffic patterns, thermoplastic stop bars, crosswalks, turn arrows, and turn lane indicators; maintains compliance with the Manual of Uniform Traffic Control Devices (MUTCD).
- Hauls materials to and from job sites.
- Uses a variety of hand tools.
- Assists with digging out and placing forms for pouring concrete.
- Repairs damaged asphalt by repairing potholes & utility cuts, overlaying, making base repairs, utilizing infrared heater, compaction rollers, etc.
- Assists with a variety of landscaping tasks such as mowing, tree-trimming/removals, plantings, greenway maintenance, mulching, weeding, parks & playground repairs, etc.
- Sets up work zones and flags traffic; puts out signs, closes lanes, sets up lane shifts, and closes roads as directed.
- Assists other crews as assigned.
- Assists with snow removal and ice control, floods, storms, special events, and other emergency operations.
- Assists with storm water infrastructure by installation of new projects, repairs, & general maintenance

Special Requirements Obtain VDOT Flagger, Fork Lift Operator, and Chainsaw Operator certifications within six months of hire. Valid commercial driver's license in the Commonwealth of Virginia, or the ability to obtain within one year of hire.
Education & Experience:
High school diploma or GED, or equivalent combination of education and experience.
Knowledge, Skills, & Abilities:
General knowledge of the operation, maintenance, capabilities, and limitations of equipment used in area of assignment; general knowledge of the occupational hazards and proper safety precautions involved in the operation of equipment; thorough knowledge of traffic laws and regulations governing equipment operation; skill in the operation of equipment; ability to understand and follow specific oral instructions; ability to detect signs of mechanical failure of equipment; ability to establish and maintain effective working relationships with associates and the general public.
Physical Requirements:
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, working in high, precarious places, exposure to outdoor weather conditions and exposure to vibration, frequently requires exposure to wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and wearing a self-contained breathing apparatus and occasionally requires exposure to the risk of electrical shock, working with explosives and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a very loud noise location (e.g. jack hammer work, garbage recycle plant).
